Northammon's subordinate relationship with Kubishush goes back centuries. Previously the world had struggled with severe droughts that drove the world nearly to famine and bankruptcy. Seeking a different means of income that was not subject to natural whims, the local government sought out offworld investors looking for cheap labor and real estate for industry. In the end the only acceptable suitor was Kubishush, largely because the nitrogen breathing Gl'lu would make absentee landlords at worst. The locals produce a number of goods unattainable on the Gl'lu's world, and recieve generous subsidies. The Gl'lu rarely stay long in the system for obvious reasons, relying instead on Bwap bureaucrats to run a tight ship.
